Job Interviews Forum - What does this e-mail mean? Am I have a chance??: I have a phone interview on 5/16 and the...

I have a phone interview on 5/16 and then on-site 2nd interview the following week of 5/24. I met 9 people including VP and director in the division that I am applying for during my full day interview. I think my interview went well so after 2 weeks, I have asked sr. recruiter about the status update. The responses of the recruiter have been pretty good and quick before the on-site interview however, this time it took almost three weeks to get this e-mail response from the recruiter:"Thank you for the call, and my apologies for the delay in feedback. The team has provided input regarding your interview and, while there are many positive aspects to your technical abilities, we’re not at a point where we’re ready to move forward with an offer. At this point we’re continuing to consider additional candidates for the role. We’d like to keep your candidacy in mind going forward, however we also realize that you may have other opportunities to decide on. Please let me know your timeline for ultimately making a decision, and we can keep you in mind accordingly. Thank you again for your interest, as well as your patience through this process." Unfortunately, I did not ask the timeline of making a hiring decision (and also how many candidates they were going to interview) on the day of the on-site interview. I have sent 2nd e-mail of inquiry including the firm decision timeline, which I haven't gotten the response yet. Reading a few postings in this board, it gave me an impression that my chance might not be that good. I would like to ask you what this e-mail mean. Is this mean "I did not get the job so move on?" or "they haven't actually made a hiring decision yet?"? I know I should keep applying for jobs right now....
